Published data from the first National Health and Nutrition Examination Survey (NHANES I) of the United States, gathered anthropometric data on a nationally representative sample of blacks and whites aged 18 to 74 years. When the data are adjusted for differences between the two ethnic groups in income, education, urban or rural residence, and age, there is no significant difference in average height between black and white men. Nor is there a significant difference in average height between black and white women. The proximate level controls of the trade-offs in the growth of body segments and organs are not well known. Genetic, hormonal and nutrient supply factors are likely to be involved. Whether or not having long arms is attractive is a subjective decision that is largely dependent upon opinions and personal preference. The Case for Short Legs
This is subjective, as beauty standards have changed significantly in recent years and can vary drastically from culture to culture. However, according to one study conducted by the University of Lincoln in 2013, long arms are generally perceived as more attractive. The reality is that physical attraction varies and the concept of what is attractive varies by culture, individual and period of time. In some cultures, longer arms are seen as a physical manifestation of power, or ability to reach as if symbolizing the ability to do things one otherwise could not.

The cephalo-caudal principle of growth as applied to the human species means that the legs, especially the tibia, are growing faster relative to other body segments from birth to age 7 years. In the simplest case, such competition may be for the limited nutrients available during growth 31,56,61. The body shape of people may have a genetic basis, especially for human groups who have resided in the same environment for many generations. A comparison of stature and body proportion between blacks (African-Americans) and whites (European-Americans) in the United States provides an example of genome-environment interactions and their affect on growth 57.

To understand whether longer arms could improve running speed, we must first explore the mechanics of running itself. We seem to have a preference for proportionally longer legs (see comment here for a good summary around that study). So when you are observing “pedestrians” they have probably tended to dress and comport themselves to skew your perception of their leg lengths. Perhaps in your cultural environment females have a greater capacity and/or motivation to alter that perception than do men.
In other words, men with a slightly higher ratio of leg to body look more attractive to women. It’s all based around mate value so you’d expect something close to the average. But the reason that there’s a preference for slightly longer legs is probably because during development this indicates developmental stability, good nutrition. It also, arguably, indicates biomechanical efficiency which would have been good in ancestral populations for walking, running, etc. Ultimately it is up to individual taste and can depend on the style of clothing or build they are attracted to the most. Some guys may look for women with long, shapely legs that can fill out a pair of jeans or a skirt nicely, while other guys may be are long arms sexier than long legs attracted to the more athletic look of a woman with shorter, muscular legs.

According to Joel Enoch, a running coach, if everything is equal between two runners, then the taller runner with longer legs may have an advantage in terms of speed. This is because the longer leg allows for longer strides, covering more distance with each step, and ultimately allowing them to cover the same distance in fewer steps, which could translate to a faster pace. For instance, a person with 33 inch inseam for a man or 29 inches for a woman would be considered as having “long legs” in comparison to the average.
